As part of the Government’s housing strategy Homes for Victorians, the Department of Environment, Land, Water and Planning (DELWP) is undertaking an Inclusionary Housing Pilot on six surplus government land parcels. The housing pilot will deliver up to 100 new social housing homes and introduce affordable housing opportunities across the six sites. The land will be developed by the private sector in partnership with community housing providers. The pilot involved an Expression of Interest Tender process, to which our client was ultimately interested in three of the sites. Our urban design team completed a feasibility study for the three selected sites, to help our client understand their opportunities and constraints, optimum outcome and where and if affordable housing should be considered for each site.
The three sites selected by our client for further investigation were located in Parkville, Broadmeadows and Wodonga. Of the three, the most challenging was the Parkville site that posed considerable restrictions in the form of a DPO, DDO, restrictive overshadowing requirements and maximum heights seeking to scale the site down to adjoining low scale residential development on the southern boundary. The final analysis included a mix of typologies ranging from 1-3 bedroom apartments and 2-3 bedroom townhouses, with an option to include affordable housing in the northwest corner of the site. We provided shadow diagrams, building envelopes that considered separation between buildings, and a Net Saleable Areas schedule to clearly inform our client what could be successfully delivered on the site.
