The City of Stonnington has prepared Amendment C223 which applies to the Glenferrie Road and High Street Activity Centre and adjoining Wattletree Road area.

The amendment seeks to introduce a Design and Development Overlay (DDO19) to these areas to provide development guidance in respect to heights, setbacks and design detail. It also proposes to apply a new Development Plan Overlay Schedule 3 to the Malvern Central land, including land owned by VicTrack, and new residential zone schedules to land along Wattletree Road.

After independent review by Panel late last year, the Panel has now issued its report which found that the amendment generally strikes the right balance between protecting the Activity Centre’s heritage values and enabling targeted growth. The Panel did however recommend changes to select controls and design requirements proposed, such as setbacks above the streetwall in commercial areas.

As the next step, the Council will consider the recommendations of the Panel and resolve whether to adopt the amendment with or without those changes.
