The Bower project by Fortis looked to create 7 x high-quality, dual-aspect apartments, including a large penthouse apartment, in the heart of South Yarra.

The biggest hurdle for this project was the ambiguity around the potential height that could be achieved on the site. Following Ratio’s advice, the client sought a declaration from VCAT (Mellick v Stonnington CC [2018]) which effectively allowed for the construction of a four-storey building within the General Residential Zone, where previously it was typically considered that a maximum of 3-storeys could be achieved within the GRZ. This declaration allowed for a significant uplift to be achieved on the site and has also since benefited a number of other developments throughout metropolitan Melbourne.

Ratio assisted this project in planning, traffic and waste and achieved a planning permit within 4 months of lodgement. Following limited community objections, a notice of decision to grant a permit was able to be issued under delegation at officer level.
