A permit has been granted for a luxury apartment development located at 709-713 Toorak Road, Kooyong.

Designed by Carr, a new three-storey development comprising 16 dwellings will be constructed over a basement car park. The site is within convenient walking vicinity of Kooyong train station, Kooyong Park and Tooronga Village activity centre.

Ratio Director David Crowder provided expert evidence following a previous VCAT refusal to grant a permit for the site. Concerns remained as to whether the proposal had adequately responded to previous criticisms by the Tribunal which primarily pertained to character, landscape and amenity impacts of the development.

In David’s evidence statement he noted that the proponents had more than addressed the previous concerns set forth by VCAT by designing a superior composition that would be an asset to the future character of the area.   

His evidence needed to satisfy the Tribunal on the following points:

  • The level of change was acceptable relative to what the planning scheme anticipated in this locale (‘minimal change’).
  • The contemporary architectural composition respected the heritage values of the area.
  • The proposal had acceptable impacts on the amenity of neighbouring properties.
  • The internal amenity was acceptable (including a semi sub-terranean dwelling).
