Geelong-based developers, Gordon Avenue Investments, have secured a permit at VCAT to build a part 9 and 8 storey mixed use development at 39-45 Gordon Avenue.

Designed by Clarke Hopkins Clarke and assisted by Best Hooper Lawyers, the new development will provide active frontages across a ground level plaza featuring a hotel lobby, cafés, retail space and a pedestrian link to Spring Street. The development will also feature office space on the upper storeys and 3 levels of underground carparking.

The development is the first of its scale in the area and provides an example of development outcomes achievable on the fringe of the CBD, as Geelong continues to assert itself as Victoria’s second city.

The development follows the recent publication of the Urban Design Framework (UDF) for Pakington Street and Gordon Avenue, a plan which signals the city’s intent to regenerate and accommodate growth in existing urban areas to complement significant activity in growth areas. The Gordon Avenue precinct is envisaged to become a mixed-use corridor between the Central Business District and the Pakington Street Activity Centre.

Ratio joined the project team in September 2021 to provide expert evidence as the application was taken before VCAT in late October.

“It is important in the absence or any specific controls of policies to guide development, that a contextual assessment be conducted,” said Ratio Director Sam D’Amico of the outcome.

VCAT issued verbal approval at the hearing and agreed that the proposal responded favourably to the strategic policies of Geelong Planning Scheme and that the proposed design response was appropriate with consideration given to the surrounding area.
